Bull Shoals council approves routine minutes and reports; two councilors dissent

Bull Shoals — The Bull Shoals City Council approved multiple sets of minutes and routine reports during its Aug. 29 meeting, with Councilors Joey Grede and Dale Forbus dissenting on several items.

Mayor Carol Duss called the meeting to order at 6:30 p.m. and announced an administrative error in which two draft resolutions were posted to the city's website while Recorder Tina Bailey was on vacation; Duss said the correct documents have been posted.

The council voted on minutes for April, May, June, July and a July special meeting. Each motion carried but recorded four yes votes and two no votes; council records show Grede and Forbus voted no on each set. Daryl Lindman moved to approve the treasurer's report, seconded by Wesley Phelan; that motion also passed 4–2, with Grede and Forbus dissenting.

Departmental reports were then considered. Chief Brad Harper presented the police report, which he said "stands as submitted," and the council approved departmental reports on a 6–0 vote. Planning & Zoning Chairman Dave Higgins reported on a Builders Guide and a recent informational Zoom on subdivisions; the council accepted that report unanimously.

During the meeting, Mayor Duss asked for volunteers to serve on a budget committee that will begin work Oct. 7, 2024. The council also voted unanimously to appoint John Stauffer to the Planning & Zoning Commission.

The meeting concluded at 7:13 p.m. after Dino Giannini moved to adjourn and Wesley Phelan seconded.

Next steps: the council will convene future meetings as scheduled and begin budget-committee work starting Oct. 7, 2024.
