Hobart approves Conard Drive resurfacing IGA; airport and county to fund thicker asphalt if village waives weight limits

The Village of Hobart Board of Trustees voted June 16 to enter an intergovernmental agreement with Brown County and Austin Straubel International Airport to resurface Conrad Drive from Packerland Drive west to the end of Conrad Drive.
Under the agreement as presented, the base resurfacing plan is four inches of new asphalt. An optional increase to five and one-quarter inches was offered at an additional cost of $37,820; Brown County and the airport indicated they would pay that incremental cost if Hobart agreed not to impose vehicle weight limits or restrictions on the types of vehicles permitted to use the road. The meeting packet included the airport’s original draft agreement and a Village redlined version that proposed several changes the airport was considering.
Trustee David Dillenburg moved to approve entering into the intergovernmental agreement; Trustee Melissa Tanke seconded the motion, which passed by voice vote, 5-0. The agreement directs staff to finalize terms consistent with the approved motion and the packet documentation.
The board did not record a separate vote on whether to accept the optional thicker asphalt; the agenda notes that Brown County and the airport would cover the extra cost if the Village declined to impose weight or vehicle-type limits. Implementation details and final signatory language will be included in the executed agreement.
