Finance committee trims dredging line, asks staff to craft plan for early IT purchases

The Ashland County Finance & Economic Development Committee voted to remove a $50,000 placeholder for '2nd landing dredging' from this year’s capital requests and asked staff to return with refined plans for capital purchases and potential early procurement of IT equipment.
Chair Pat Kinney described two requested edits to the June 4 minutes and led the capital budget discussion. Highway and forestry staff told the committee the $50,000 figure for the dredging item was not realistic; staff reported a bare-minimum cost of about $200,000 and cited a contractor quote near $402,000. Committee members agreed to strike the $50,000 line and pursue additional quotes and grant opportunities next year.
Caroline, who prepared the capital spreadsheet, said the updated report shows the county has some financial room under its debt cap and that capital leases and borrowing will affect the debt levy differently. Financial consultant Steve explained the distinction between borrowing and capital leases and how lease obligations can qualify for the debt levy.
Committee members also discussed whether the county should authorize earlier purchases of IT equipment—particularly servers and memory—because of volatile component pricing. Pat Kinney said he would like staff to work with IT to identify high-risk items and bring a financing and procurement plan back to the committee. "I authorize the administration and staff to develop a plan to bring forward sooner than later to allow for these purchases," Pat said during the meeting.
Steve offered two options: (1) allow departments to order now to secure production slots and avoid delays, or (2) borrow now and include early purchases in the note to be issued later so costs are repaid via the debt levy. The committee voted to have Caroline, Austin and Taylor return with a recommended plan and financing approach for committee review before any purchase decisions are finalized.
The committee also asked staff to obtain cost estimates for upgrading the meeting room sound system earlier than planned, and confirmed highway items tied to bridge/culvert aid will come forward to the county board later this month with written background.
