After reconvening, Councilor Bruder moved to authorize the town to execute an employment agreement with MGT company for an acting town manager and that Steven Daley fill the role. Councilor Shakin proposed a friendly amendment to add the phrase "as approved as to form by the town's legal counsel," which Bruder accepted. "I feel that given all the attention that we have in the town that this is the best possible next step," Bruder said in support of the motion.
Mayor Moran told the public the council had interviewed Daley and described him as "an experienced town manager" recommended by former town manager Matt Hart; Moran added, "I have had personal conversations with mister Daley, and I think he is ready to take this role." Steven Daley addressed the council, saying he looked forward to "helping right the ship and and get things moving in a positive direction while you sort through the other issues that you have to deal with."
The council then voted on the MGT contract and the nomination of Daley; members raised hands in favor and the mayor indicated the motion passed. The mayor said some paperwork remained to be completed and that Daley would likely hear from the council "no later than Monday." Councilor Shakin reiterated that the council would share additional details "as soon as we can" while preserving confidentiality around personnel matters.
Councilor Shakin subsequently moved to enter executive session under Connecticut General Statutes section 1-206(a) to discuss the town manager's performance and invited town counsel Kevin Deneen to attend; the motion was seconded and the council entered executive session. After returning to public session the council opened the floor for public comment but recorded no substantive public remarks. The meeting concluded with a motion to adjourn, which carried.
The council said next steps include completing contract paperwork and formalizing start arrangements for the acting town manager; no specific start date was announced in the public meeting.
