Council reviews city project updates; approves paving and pavilion bids and authorizes comp-plan RFP
Summary
City Engineer reported progress on multiple capital projects (water tower, Westlake Drive, Rossman Avenue, Lynnview Estates). City Engineer John reviewed ongoing work: Southwood Shore Estates is nearing final payment and closeout; water-tower internal coatings and mechanical work are underway with more visible site work expected in July; the Heartland State Trail project is at closeout with final payments pending; Westlake Drive Phase 1 (Washington to Minnesota) reopened over the July 4 weekend and Phase 2 intersection work at Legion/Westlake is underway; 270th Avenue paving and curb work is complete and final paving is planned for spring 2027; Rossman Avenue utility replacement is beginning with dewatering systems and utility work starting next week; Lynnview Estates is substantially complete pending private utility finish work and final pavement later in July.
In finance committee business the council approved by voice vote a resolution authorizing a DMR legacy grant application (committee cited a state requirement to match a 25-year term), awarded the American Legion Campground paving contract to Howard Paving, and approved bid package #2 for the new pavilion, which includes site work, foundations, structural concrete, masonry and the mass-timber roof structure. The finance committee reported the competitive bid process produced favorable outcomes and recommended moving forward.
Council also authorized staff to solicit proposals for planning consultant services to prepare a new comprehensive plan; staff said the current comprehensive plan was adopted in 2000 with amendments through 2020 and that a full update is warranted. The council approved renewal of a transient merchant license for Backyard Butchers and ratified the appointment of Dave Schneider to the Library Board.
Next steps: staff will finalize contract documents and return with details as needed (final contracts, grant paperwork, pavilion construction sequencing and comp-plan consultant selection).
