Bucklin council approves CDBG application to fund Hill Top House storm shelter

The Bucklin City Council unanimously approved an application package Oct. 16 to seek Kansas Department of Commerce Community Development Block Grant funding aimed at community facilities, including a storm shelter for the Hill Top House.
Council President Justin Engel opened a public hearing at 7:00 p.m. on the application and invited public comment. Sue Scott, identified in the record as a presenter, described the proposed construction of a storm shelter to serve the Hill Top House as part of the broader CDBG request covering community centers, a senior center, parks and libraries. After the hearing, the council moved through the administrative items required for a CDBG application. Councilmember Noel Stiles moved and Councilmember Nichole Pearce seconded each of the motions. The council voted 4–0 in favor of: the Application/Recipient Disclosure/Update Report; the Statement of Assurances and Certifications; the Residential Anti-displacement and Relocation Assistance Plan; Resolution 2024-007 certifying authority to apply and authorizing the mayor to sign and submit the application; Resolution 2024-008 assuring that funds will be provided for operation and maintenance of improvements financed with CDBG funds; and the Determination of Level of Review for the application.
Resolution 2024-007 authorizes the mayor to sign and submit the application to the Kansas Small Cities Community Development Block Grant Program. Resolution 2024-008 provides the council's assurance to the Kansas Department of Commerce that operation and maintenance funding will be continually provided for storm shelter system improvements financed with CDBG funds. The record shows all motions carried unanimously with Councilmembers Justin Engel, Kerry Christian, Noel Stiles and Nichole Pearce voting in favor; Councilmember Liz Albert was absent.
The council noted a potential executive session to discuss personnel matters of non-elected staff; the minutes record the consideration but do not report further action. The special meeting adjourned at 7:19 p.m.
