Planning commission adopts bylaws changes to start meetings at 6:30 p.m. and move elections to January

The Bonner Springs Planning Commission voted 7–0 on Oct. 15 to adopt amendments to its bylaws that adjust meeting hours, the order of business and the timing of elections.
Staff presented three proposed changes: move regular meeting start times to 6:30 p.m., adjust the order of business to reflect the current agenda format, and reduce the maximum written meeting length by 30 minutes (shifting the latest end time earlier). Staff also proposed moving commission elections to January; commissioners discussed that change and agreed the elections would proceed in January as drafted.
Commissioners asked how the commission should handle scheduling conflicts when the Board of Zoning Appeals (BZA) runs long. Community development staff said he would research whether separate BZA bylaws exist and would draft basic language if needed. Commissioners suggested noting sequencing concerns on published agendas so the public understands potential start‑time shifts.
Committee member (speaker 2) moved to accept the bylaws amendments; the motion was seconded and passed by roll‑call vote 7–0. Staff said he will follow up with draft language for BZA bylaws or guidance about sequencing with other boards if necessary.
On the consent agenda earlier in the meeting, the commission also approved the Sept. 17 minutes before moving to new business.
