Planning commission approves replat to allow 48-unit subsidized senior living in Deerfield Village

The Bonner Springs Planning Commission voted 7–0 on Oct. 15 to approve a replat of Tract A in Deerfield Village that will divide the recorded tract into two mixed‑residential lots and clear the way for a three‑story senior living building.

Community development staff described the proposal as a replat of a 1987 final plat area that is currently vacant. The approved plan allows Lot 1 to host a 48‑unit senior living building spread over three floors; both new lots will remain zoned Mixed Residential. Staff said the proposed lots will average about 4.3 acres and that stormwater will be routed to an existing retention pond on the southern boundary, with updates to the stormwater plan required before final sign‑off.

During questions, a commissioner asked whether the housing would be subsidized or market rate. The community development director said the proposal is a tax‑credit deal and “it’s all subsidized housing,” and confirmed the development is intended for residents 55 and older. Staff also said developers discussed a possible phase two to the south depending on how the first phase progresses.

Commissioner (speaker 4) moved to approve the replat “subject to stipulations,” and the commission approved the motion by roll‑call vote. Chair (speaker 3) said the approved plat will go on the Bonner Springs City Council agenda for Nov. 11, 2024, where council will consider dedication of any required rights‑of‑way and easements.

The commission’s approval clears a key procedural step; staff noted remaining staff stipulations must be satisfied before final sign‑off and that the council will make any determinations about dedications of right‑of‑way.
