Burden council agrees to prepare CDBG housing preapplication after housing study briefing

At the March 24 meeting, Donna Jackson presented findings and training takeaways from a Burden Area Housing Study and asked the council for permission to prepare a preapplication for the Community Development Block Grant (CDBG) Housing Rehabilitation and/or Demolition Program for consideration at the April meeting. The council approved her request and agreed she should proceed with related application steps and other requests she outlined.
Jackson described trainings and program options for housing rehabilitation and demolition under the CDBG program and asked the city to move forward with the preapplication process. Council members did not require a formal motion for the preapplication beyond expressing agreement; Clerk Julia Loving and Jackson indicated staff will continue preparing materials for the April meeting.
The council also discussed other unfinished housing-related items that remain on the agenda, but no additional formal votes were recorded on housing at this meeting. The decision to proceed with a preapplication allows the city to pursue state and federal housing grant opportunities that would require further council action if the preapplication advances to a full application stage.
