Cheney council adopts fee and salary schedules, approves Blue Cross/Blue Shield coverage and year‑end transfers

At its Dec. 10 meeting, the Cheney City Council adopted several budget and administrative measures. The council approved Resolution 349-2025 to revise the Schedule of Service, License, and Permit Fees, encompassing brush site permit changes, contractually scheduled trash fee increases, higher MIU replacement costs, and a $1 increase to green fees and range balls at Cherry Oaks Golf Course.
The council also adopted Resolution 350-2025, approving the 2026 salary schedule and directing updates to job descriptions; the proposed adjustments included changes to mayor, council, fire chief and city attorney compensation. Administrator Danielle Young said regional comparisons showed other nearby cities pay larger stipends or full-time salaries for their chiefs, and the council discussed reviewing salaries again during the 2026 budget process.
For employee benefits, staff recommended and the council approved Blue Cross/Blue Shield health and dental coverage for 2026; staff noted an overall premium decrease of 3.61% from the prior year. On year-end transfers, the council reviewed scheduled transfers totaling $485,000, including $9,000 for sidewalks, $50,000 for future street projects (Santa Fe), and an increase to the sewer fund reserve for lagoon work. Staff estimated the unallocated General Fund transfer to Capital Improvements will be set at roughly $200,000 after year-end expenditures are posted.
