Council President Kassie Gile was elected by her peers as council president at the Cheney City Council meeting on Dec. 10, 2025, after a motion from Councilmember Jeff Albers and a second from Councilmember Ryan Graf. Under state statute and city code, the president serves as acting mayor in the mayor’s absence with limited powers.
The council also handled multiple personnel matters. The body accepted the resignation of Police Officer Andrew Allen, effective Dec. 31, 2025. By motion from Councilmember Jeff Albers, the council authorized administration to enter wage negotiations to hire Frankie Chan as a police officer.
On compensation, the council approved a 2% cost-of-living raise for city employees and allowed up to an additional 2% performance-based raise to be applied after evaluations. The council separately approved a 2% cost-of-living raise and a 2% performance-based raise for City Administrator Danielle Young. All personnel votes were unanimous.
The motions were procedural and did not include detailed public debate in the minutes. Councilmember Jeff Albers made the motions for the raises; Councilmember Greg Williams seconded the motion to apply the increases to administration and staff.
The council adjourned at 8:06 p.m. with no further personnel items scheduled.
