The Excel & CTE task force presented policy and data recommendations for academic year 2027. Sharman (KBOR staff) summarized the multi‑institution data collection that required institutions to report all required fees for Excel & CTE courses, including textbooks, background checks and certification exam costs. Staff noted that some institutions reported new program fees (0 → positive amounts) because programs were new or prior reporting omitted fees; institutions supplied narratives to explain large inter‑institution variation.
The task force recommended that course retakes not be refunded through the Excel & CTE funding stream; students who retake courses would be responsible for costs and institutions would provide additional advising/intervention rather than repeat funding. Members debated timing; the authority agreed changes should take effect next academic year to avoid stranding students.
The task force also recommended finishing a program‑by‑program review to identify programs that do not meet Promise‑eligible discipline or high‑demand/high‑wage criteria; staff will bring specific program lists and supplemental employer/outcome data (e.g., unmanned aircraft systems) back to the committee. Members voted to adopt the recommendations and asked staff to request legislative consideration of ‘teach‑out’ protections and to gather student counts and fiscal impacts for affected programs.
The authority approved the fee report for AY2027 and the task force recommendations by voice votes.
