County Manager Jaime Laughter told the Board the museum currently pays $625 per month under a lease intended as a subsidy during the organization’s growth. The Manager reported the former Administration Building was rated below average in a recent building assessment; one HVAC unit is inoperable and roof work is needed. Staff estimated the County would need to recover about $12 per square foot annually to fully cover operating and projected 10‑year maintenance costs for the former Administration Building and about $21 per square foot to break even on the existing courthouse.
Manager Laughter presented options including a short‑term extension while Maintenance evaluates HVAC alternatives (compressor repair at roughly $5,000, mini‑split installation at about $15,000, or full replacement costing an estimated $20,000) and longer renewals that would require competitive procedures if extended beyond ten consecutive years. Commissioners discussed the museum’s community value, the County’s legal obligations for public property leases, and the potential for future RFPs for courthouse reuse.
Commissioner Larry Chapman moved to approve a two‑year lease extension under current terms to allow time for a comprehensive plan for the courthouse and former Administration Building; Commissioner Jake Dalton seconded the motion and the Board approved it unanimously. David Morrow of the museum thanked the Board and asked to be included in HVAC discussion. The Board directed staff to continue planning and consider future competitive leasing or RFP processes that seek to recover County costs unless the Board determines a use constitutes a County service.
