The Town of Elkton Planning Commission on May 11, 2026 unanimously approved a slate of concept and final plans for commercial and residential development, granting several design waivers and fielding public concerns about stormwater, traffic and forest conservation.
Most motions passed without recorded dissent. The commission approved a concept site plan for Red Cloud (a flex‑space commercial development along Belle Hill Road), a concept plan for Seven7Brew’s drive‑thru beverage stand on East Pulaski Highway, a minor site plan and bufferyard/parking waivers for the Cecil County Elkton Library renovation, and multiple subdivision approvals and variances tied to new housing developments.
At the meeting, applicants described project specifics. David Strouss of McCrone said the Red Cloud project would build 1,500‑square‑foot units intended for small contractors and light office/storage use and that site work would be completed upfront while buildings are constructed sequentially. "The idea being a small business, small contractor, type operation that would need an office and some storage space," Strouss said. The commission granted a conditional approval that included consideration of a parking‑row waiver and additional comments on access and road improvements.
Mathew Lose, representing Seven7Brew, described a prefabricated, drive‑thru only service building with a horse‑shoe drive lane and stacking for about 20–30 vehicles. Lose said the company typically opens a location roughly eight weeks after ground‑breaking and that a new stand generates "approximately 60 to 80 new jobs for the community." The concept plan was approved contingent on addressing outstanding Town comments.
The commission also approved a minor site plan and relaxations to bufferyard and parking‑island requirements for the Cecil County Elkton Branch Library at 301 Newark Avenue. Rachel Wright, executive director for the county library, said the 40‑year‑old branch has more than 75,000 annual visitors and needs new mechanicals, a safer entry, a dedicated teen space and sprinkler upgrades. Designers from Site Studios requested modifications to buffer plantings to preserve visibility and to consolidate two parking islands to maintain maneuverability for bookmobiles.
On residential projects, the commission approved a concept plan (with waivers) for Southfields of Elkton (a reworked Portion D1) that reduces earlier planned density and shifts to a 61‑unit "heritage‑style" product. The commission also approved a revised final subdivision, Liberty Hill, with engineering updates to stormwater and lot lines; several nearby residents asked detailed questions about runoff, potential effects on private yards and whether the planned access to Patriot’s Glen should be restricted to emergency use. Frederick Ward Associates said stormwater designs meet Town and State requirements and that they could accommodate a restricted emergency access if the Town preferred.
Patriot’s Landing received final subdivision approval for 100 lots; engineers said the plan includes entrance improvements on Muddy Lane and sewer connections to the Town system. A separate variance was approved to allow removal of a small number of specimen trees and six acres of priority forest on a 107‑acre tract (Buddy’s Ridge), with staff noting pending State ordinance updates in July.
The commission postponed a scheduled presentation on the Town’s comprehensive plan update to the June 8 meeting.
