Caney city administrator to retire; mayor says he is stepping down

City Administrator Kelley Zellner notified the City of Caney in writing that she will retire effective Dec. 31, 2024, providing the 60-day notice required by her employment agreement.
Mayor Joshua Elliott told the council at the Oct. 21 meeting that he is stepping down as mayor effective that meeting. The minutes list Elliott’s report about attending a Kansas municipal association event and say he cited community conflicts and core values in remarks to the council.
Following the personnel notices, the council authorized accepting applications for a city-appointed recreation position and for City Treasurer from Oct. 21 to Nov. 8, 2024, with applications to be reviewed on Nov. 11, 2024. Councilmember Lori Patterson made the motions to open both application windows, and both motions passed without recorded opposition.
Zellner’s written notice, included in the Oct. 21 minutes, states that her last day with the City will be Dec. 31, 2024, and cites the 60-day notification requirement in Section 4 of her employment agreement. The minutes do not record any final action to appoint an interim administrator or a replacement mayor during the Oct. 21 meeting.
Next steps listed in the minutes: the council will review the candidate pools on Nov. 11; the next regular council meeting is scheduled for Nov. 4, 2024, at 6:30 p.m.
