Council adopts ordinance allowing 96-hour camping permits on private property

Mark Lee, community development director, presented an ordinance to extend allowable camping-permit length to 96 hours. Lee said the change was prompted in part by requests tied to special events (for example, Country Stampede) and that the change still requires staff-approved permits; it does not authorize camping in city parks. Council and staff clarified the permit would generally cover tent camping on private property by invite; recreational vehicles are excluded unless permitted as part of a special event.
Council discussed whether limits on the number of tents, event size, or deposit requirements should be attached; staff indicated larger events would be addressed through a special-use-permit process. Staff will return at a future meeting with an updated fee schedule and recommended deposit policy to cover potential cleanup costs. Reeves moved to adopt the ordinance; the council approved it by roll call with no dissent.
The ordinance amendment takes effect under the city’s process once administrative fee updates are completed.
