Bonner Springs library to replace rooftop units and upgrade HVAC controls; excess budget to fund exterior lighting

Jack Granath, director of the Bonner Springs Library, told the council the library’s two rooftop HVAC units are 16 years old and recommended replacement rather than repeated repairs. Two bids arrived for the rooftop units; Granath and staff recommended the local vendor Cool Heat KC for $83,503 because their proposal was more detailed and accounted for needed curb-adapter repairs. Granath said the work is significantly under the $140,000 budgeted and recommended applying excess budget authority to exterior parking-lot lighting.
Granath also presented a replacement for the HVAC controller software (which runs on unsupported Java). The library received a single bid from Eye Controls Inc. for $9,800. Council voted to award the software contract and to permit the excess budget authority to be used for the library exterior lighting project.
Council members asked about unit life expectancy and maintenance; Granath said replacement now avoids repeated repairs and that ongoing maintenance options would be considered after installation. Both motions passed on roll-call votes.
