Scotia-Glenville board elects officers, approves contracts and staffing; tables resource-officer addendum

The SCOTIA-GLENVILLE CENTRAL SCHOOL DISTRICT board completed the organizational portion of its July 13 meeting by electing Hal Talbot president and approving officer appointments, several staffing items, contracts and policies.
During the organizational votes, the board confirmed officer appointments (items a–r) and designated members for the audit committee and other liaisons. The board approved an agreement for athletic training services (identified in the agenda as between the district and a Northfield, New York provider) and an agreement with Saratoga Hospital; both motions were moved, seconded and approved by voice vote.
The board reviewed an addendum to the agreement with the Village of Scotia for a district resource officer and discussed a substantial cost increase resulting from the Village’s staffing changes and an expiring grant. Board members raised budget concerns and agreed to table the addendum until the July 27 meeting to obtain detailed cost information.
Other actions approved included accepting funds from the Schoharie Area Workers' Compensation Consortium, approving the 2026–27 district professional development plan, the memorandum of agreement with the district’s secretarial association, multiple annual policy reviews, and a resolution to set the 2026–27 school tax rate (noted in the meeting as lower than earlier estimates). The board also accepted gifts and donations and approved multiple personnel and staffing placements as presented by staff.
The board handled multi-item personnel motions in blocks and separately addressed an item for which a board member declared a conflict and recused themself; those items were approved by voice vote after the recusal was accommodated. The resource-officer addendum will return to the July 27 agenda for further review.
