County weighing interagency agreement with DOC after FCC ruling cuts inmate‑phone funds

The sheriff and staff proposed adapting the municipal inmate contract model used for city inmates into an interagency agreement with the Alabama Department of Corrections (DOC) to capture reimbursements under state rules. The sheriff said moving to a formal contract and ensuring quarterly reporting and documentation would be the clearest path to recoup at least a portion of the lost funds, while staff cautioned the paperwork and timing can vary and that DOC’s schedule for reimbursements can be quarterly or otherwise.
Commissioners asked for clarity on timing and administration; staff said they would draft an interagency agreement and work with the county auditor and sheriff’s office to route required documentation for DOC reimbursement. No final action was taken at the meeting; staff will return with draft contract language and a recommendation for how to budget the shortfall while the process is being implemented.
