St. Charles council approves development amendment, budget changes and marijuana dispensary rule change

Council Bill 14079 revises transportation patterns and land-use designations for property within the New Town at St. Charles development and passed without recorded opposition; the Mayor approved the ordinance on May 6, 2026 as Ordinance 26-036.
Bill 14080 (Budget Amendment #4) amended revenue, expenditure and fund balance accounts for FY2026; it passed unanimously and was approved by the Mayor on May 6, 2026 as Ordinance 26-037.
Bill 14081 amends sections 675.100 and 675.210 of the Code of Ordinances to expand permitted hours of operation and to eliminate the restriction on drive-thrus at marijuana dispensaries. The minutes record that Councilmember Vince Ratchford requested a separate vote and opposed the measure; the ordinance passed and was approved by the Mayor on May 6, 2026 as Ordinance 26-038.
The three measures were recorded as approved in the council minutes and signed by the Mayor the following day. The agenda also introduced bills for future consideration, including mutual-aid agreements and departmental reorganizations.
