Carbondale council adopts updated traffic and public-offense codes, approves local spending and permits

At its Oct. 7 meeting, the Carbondale City Council adopted updated Standard Traffic and Uniform Public Offense ordinances and approved local motions including park mulch/mats (not to exceed $10,000), Jayhawk software purchase, event street closures for Lions Club activities, occupancy permits and a $100 library donation.
The Carbondale City Council on Oct. 7 adopted updates to the city's Standard Traffic Ordinance and the Uniform Public Offense Code and approved several local spending and permitting items.
Councilmember Chad Moore moved to repeal Ordinance 538-2023 and adopt Ordinance 543-2024 (Standard Traffic Ordinance); the motion passed on a recorded vote with Chad Moore, Kaitlyn Ball, Ronald Moeller, Cheryl Lister and Kevin Seals voting yes. Moore then moved to repeal Ordinance 537-2023 and adopt Ordinance 542-2024 (Uniform Public Offense Code); that motion also passed with the same recorded yes votes.
The council approved several day-to-day items during the meeting, including occupancy permits for 213 Clay, 217 Clay and 301 Clay (motions by Moore, seconded by Ball) and a motion by Ball to reimburse City Clerk Emily Bessette $30.82 for mileage.
Councilmember Kaitlyn Ball moved and the council carried a motion to authorize the Lions Club to close Main Street between 2nd and 3rd (and adjacent alleys) for the Trunk-or-Treat event and to allow the same closures on Dec. 1 if needed for Christmas in Carbondale; the Lions Club may use City Hall provided a club member monitors activity. Ball also moved to donate $100 to the library for a Halloween costume contest; the motion carried.
On parks and maintenance, Dustin Bretsnyder presented mulch pricing and options for rubber mats around playground equipment. Moore moved to purchase mulch and mats not to exceed $10,000; Ball seconded and the motion carried.
The council approved Jayhawk Software quote #48977, including Next Bill Pay integration, on a motion by Ball and second by Moore. Council also approved routine motions to accept corrected extension requests and to acknowledge that council members had examined the bills.

The council addressed administrative follow-up items including coordination with ADT on a security system installation and discussion of codifying ordinances with American Legal (last codified in 2014). The council voted to go into executive session on a personnel matter and later resumed the open meeting; no formal decisions were reported from executive session. The meeting adjourned at 8:57 p.m.
