The Village of Bloomington tabled a land-use permit decision Oct. 6 for KC Investments at 109 State Hwy 35 so the board can consult building inspector Josh Copsey and request a written plan from the property owner.
Clerk Michelle Atterbury said the permit — which had previously been approved but expired in August — would allow adding a full bathroom upstairs, finishing a roughed-in full bath on the lower level, and adding a half bath on the middle lower level. Trustees expressed concern that the owner’s plans could effectively convert the feed mill to residential use, raising potential sewer system impacts if improper materials are flushed and noting the presence of a camper that appears connected to water and electricity.
Trustees asked President Robert McLimans to meet with Building Inspector Josh Copsey and to seek a detailed written plan clarifying intended use; the board agreed no work may proceed until the permit is approved at a future meeting. The board postponed action to the November meeting.
In public comment, a resident at 430 Mill Street alleged property-line encroachment by a neighbor at 440 Mill Street and said pesticide spraying had damaged his apple tree; the board advised the resident to consult an attorney for this private legal dispute.
What happens next: the president will consult the building inspector and the applicant must submit written plans; the item is scheduled for reconsideration at the Nov. 3 meeting.
