Barnstable advances multiple sewer expansion projects; council hearing set on private‑road easement approvals

Kelly Colopy, DPW communications manager for Barnstable, outlined progress on several neighborhood sewer expansion projects and the town’s outreach and next steps.

Osterville: Colopy said construction on the Route 20 West Sewer Expansion Project is limited to local roads in Osterville Village. Crews are nearing completion on Marion Way and are scheduled to move into Oldham Road; work is occurring Monday through Friday, roughly 8 a.m.–5 p.m. She said the town has been coordinating with residents and the police department on traffic control and safety.

Long Pond and private‑road easements: Colopy said design is advancing for the Long Pond area sewer expansion, which she said will affect roughly 550 property parcels, many on private roads. Because the project may require utility easements across private roads, the town has mailed courtesy letters to identified property owners. Colopy said a public hearing and Town Council vote on the private‑road utility easements is anticipated at the Aug. 20 meeting; she cited the agenda item number listed in the project report.

Finney’s Lane and Centerville Village South: Colopy said the Finney’s Lane neighborhood sewer expansion is expected to break ground this fall after the contract execution that allowed the town to secure financing through the Clean Water State Revolving Fund. She said the Centerville Village South phase contract has also been executed and construction is anticipated to begin this fall; work on historic Main Street will not commence before Jan. 4, 2027, to avoid disruptions during the holiday season.

Other projects: Colopy said Great Marsh Road and Shoot Flying Hill Road neighborhood expansions are in preliminary design with survey work under way. The Prince Cove and Huckins Neck projects are moving into preliminary design and procurement, and letters have been mailed to affected property owners to explain the survey process and next steps.

Financing and outreach: Colopy emphasized that contract execution has been a milestone because it enabled the town to secure Clean Water State Revolving Fund support. She described extensive outreach: pre‑construction mailers to about 300 property owners and individual follow‑up as work has advanced.

Next steps: Residents in affected neighborhoods should expect further notices and opportunities for input; the Town Council public hearing and vote on easement approvals are expected Aug. 20.
