Bloomington board files road-aid application, approves permits and schedules budget planning

At its Sept. 2 meeting the Village Board filed a 2026 Grant County Road Aid application, approved two temporary alcohol licenses, confirmed accounts payable totals for August and scheduled finance committee work on the 2026 budget.
President McLimans said the grant application — prepared with Trustee Keith Leitzinger — specified culvert work at First Street & County Road A and Fourth Street & State Hwy 35 with a maximum request of $2,000; he emphasized that awards are not automatic. The board voted to approve temporary alcohol licenses for St. Mary's Congregation for its Fall Festival (Sept. 13–14) and for Blake's Prairie Fair Board for the 10th Annual Blake's Prairie Battle of the Bog (Sept. 21). Clerk/Treasurer Shawna Atterbury confirmed all necessary forms had been submitted.
The board approved accounts payable reports for August 2025; McLimans reported a general fund payout of $24,202.03, water spending of $3,045.07 and sewer spending of $6,899.76 for total expenditures of $34,146.86. The finance committee will meet Sept. 23 at 5:00 p.m. to prepare the 2026 budget. Atterbury also said she would process a $2,445.16 payment to the fire department that had not yet been sent.
Atterbury reported the Demographic Services Center's preliminary Jan. 1, 2025 population estimate for the Village of Bloomington was 741, unchanged from the 2020 census, with about 547 residents of voting age. The board met in closed session under Wisconsin Statute 19.85 for personnel matters and reconvened in open session before adjourning.
Trustees set the next regular board meeting for Oct. 6, 2025 at 6:00 p.m. and asked for suggestions for future agenda items, including a follow-up on the police transition and a review of dog-limit compliance.
