Commission votes to hire temporary code enforcement officer and fund position through fiscal year

Hamblen County commissioners voted to hire an additional codes enforcement officer on an accelerated timetable so the planning and zoning manager can train a replacement before his scheduled retirement.
Planning and zoning manager Tommy McKinney told the commission he is carrying multiple roles, including managing the department and performing code-enforcement work, and that he expects to retire in about 17 months. "I'm asking the commission to hire another code enforcement officer early so I can train them and then I can manage the office until I retire," McKinney said. Multiple commissioners praised McKinney’s workload and supported hiring to maintain continuity.
Commissioner Harville moved to hire the candidate identified in the packet; Miss Howell seconded and the motion carried by voice vote. Finance staff presented a related budget amendment to fund the position: a codes compliance amendment of $52,908.84 that will support the temporary position from Aug. 1 through June 30, 2027. Commissioners approved that amendment by voice vote as well.
County staff said the $52,908.84 covers salary and benefits for the temporary appointment and that the position is intended to lapse when McKinney retires; the planner currently in training is expected to assume management responsibilities later. The commission did not record a roll-call tally in the meeting transcript.
