Instill Mindfulness asks Pulaski for $12,000 to expand peer crisis services

At the Pulaski Town Council meeting, a representative from Instill Mindfulness asked the town for $12,000 to help fund a full‑time peer recovery specialist and expand the nonprofit’s crisis‑stabilization services.

Regina, who said she serves on Instill’s Pulaski County leadership team, described the group’s no‑fee, peer‑driven approach to mental‑health crises, substance use and homelessness. She said Instill served 111 local individuals in 2025 and projected serving about 205 people in 2026 as capacity grows; she said the organization estimated its 2025 service value at about $25,000 and projected total operating funds for 2026 at $340,000. “This investment will directly enhance our ability to respond to crisis, support first responders, and ensure that individuals in Pulaski receive the care and guidance they need during these critical moments,” Regina said.

Council members asked for greater budget detail. One councilor noted a rent/lease line item rising from $10,000 to $22,000 and asked what that change would enable. Instill staff explained the extra suite will permit private one‑on‑one space, group rooms and more administrative capacity; staff also described volunteer contributions and recent community events hosted at the expanded space, including meal distributions.

Councilors expressed appreciation for Instill’s local work. The mayor and multiple council members thanked the presenters for their service and said they would review the funding request alongside other budget priorities. Town staff noted the organization had applied for and planned to combine town funding with Pulaski County, Carilion and grant support to meet operating needs.

No formal vote on the request occurred during the meeting; council discussion and the town’s budget timetable were raised as next steps.
