One council member warned that if the property had environmental conditions, the town could face responsibilities tied to having the land within town limits; the Town manager and staff said the town would not become the property owner by issuing a letter and advised including a due-diligence clause in the letter.
A remote council member asked the clerk and staff to ensure the letter made clear the town would not be committing to provide utilities or assume liability as part of the support. Council discussion noted prior conversations with the developer and that the town's support would be limited to facilitating future discussions about extending water and sewer if appropriate.
A motion to craft and send a letter of support, with the letter to include due-diligence language, was seconded and put to a roll-call vote. The meeting record shows recorded affirmative votes from Mister Hale, Miss Abose, Mister Mills and Miss Lang; the chair declared the motion carried.
Staff were asked to draft the letter, to confirm any environmental or cleanup information available from state authorities, and to return to council with details before the town takes further steps on annexation or infrastructure commitments.
