Village accepts low bid to inspect Canal Street sewer, prioritizes wastewater plant upgrades

The Village of Bloomington Board unanimously accepted a $10,479 bid from Kleiber Hydro Jetting and Vac LLC to televise and clean the Canal Street sewer line and approved proceeding with a focused plan to upgrade the wastewater treatment plant.
Delta 3 representative Jordan Fure presented three timely bids for the Canal Street televising and cleaning work and recommended the low bidder, Kleiber. The board voted to accept the recommendation; the work could begin within the week to allow completion ahead of a March grant-related deadline.
Fure also presented revised plans for a plant upgrade and an energy audit that placed the village facility in the "worst quadrant" for energy efficiency. The audit estimated potential annual savings of about $4,000 from replacing blowers with variable frequency drives. After discussion about costs and parking constraints at the site, Fure recommended prioritizing three items: upgrades to the motor control center, replacing chlorination with a UV disinfection system, and blower upgrades.
Board members agreed the operational upgrades should take precedence over adding office space. The board voted to proceed with a facility plan limited to the three prioritized items; Delta 3 estimated those priority upgrades would cost approximately $500,000–$750,000, with potential grant funding available for portions of the project.
The motions were recorded as follows: the Kleiber televising/cleaning bid award motion was made by Dennis Moris and seconded by Chasity Allen; the motion to proceed with the three-item facility plan was also made by Moris and seconded by Allen. Both motions passed unanimously.
Next steps include scheduling the sewer inspection/cleaning work and moving forward with a facility plan to refine scope and grant applications. The board did not adopt final construction contracts at this meeting; further review and funding decisions will follow.
