Bloomington board directs sewer televising and seeks bids after lead service lines found ahead of DOT resurfacing

Mark Digman of Delta 3 Engineering advised the board to televise the sanitary sewer to assess condition and to conduct basement inspections to identify potential lead water services or other problems before the village commits to any utility replacement with the DOT project.
Keith Leitzinger told the board that he had discovered lead water service lines during recent inspections, which prompted the board to direct Leitzinger to contact Mark Digman to arrange sewer televising and to request bids for that work before the January meeting.
Board members discussed timing and costs in light of the DOT decision deadline. No contract awards or specific replacement plans were made at the meeting; the board instructed staff to obtain bids and return recommendations at the January meeting so members can decide whether to request utility replacement as part of the DOT project.
The recommendations aim to give the village targeted information about pipe condition and potential lead-service exposures before a decision is made that could shift replacement timing or costs into 2031 DOT work.
