Bloomington board approves speed sign, utilities ordinance, mapping subscription and several infrastructure repairs

At its Nov. 3 meeting the board approved a permanent Mill Street speed sign, adopted an updated utilities ordinance, subscribed to Diamond Maps and authorized follow-up mapping work by Delta 3, approved equipment and repair expenditures including a mower loan, park cooler repair, truck repair, hydro-jetting and an internet upgrade, and approved multiple administrative forms and agreements.
The Village of Bloomington board handled a slate of routine municipal actions on Nov. 3, approving traffic, mapping, equipment and administrative measures designed to improve operations and asset management.
On traffic safety, Police Chief Small presented a Mill Street speed study and recommended a permanent speed sign on the north end coming into Bloomington from Fair Grounds Road; the board voted unanimously to install the sign just past the old school.
The board adopted an updated utilities ordinance that clarifies water shutoff procedures and customer handling, with Clerk/Treasurer Shawna Atterbury and staff preparing forms to standardize service requests. The board also approved three customer-facing forms: an application to establish water service (PSC-required), a water and sewer utility account request, and a customer information update form.
For asset management, the board approved Diamond Maps, an electronic mapping subscription to improve location accuracy for water services and valves, and authorized Delta 3 to perform mapping updates (quoted at $1,500–$2,000). The board voted to upgrade the wastewater plant internet to 50 Mbps at $118.99/month.
On equipment and repairs, the board selected Clare Bank for a $10,000 loan to purchase a John Deere zero-turn mower; authorized up to $5,000 to rebuild the community park concession cooler; approved a $1,228.15 quote from B&M Auto Tire & Towing to repair a red truck; and authorized hydro-jetting and camera inspection of a grease-clogged sewer main (approx. $2,000 plus mileage). The board also approved winter 'No Parking' signs on the east side of Union Street from December through March 1 and approved the county WisVote cost-sharing agreement for election services.
In land use business, the board approved a land use permit for repairs and bathroom upgrades at 109 State Highway 35 and granted water and sewer service to Lots 2 and 3 for commercial use only, explicitly declining approval for a tiny house on Lot 3 because of proximity to the wastewater plant and county commercial zoning.
The board also authorized supplementing purchase of a Toughbook computer for police license/plate checks and received reports on longer-term water tower and well repair estimates; Delta 3 will assist with grant and DNR loan options moving forward.
With no additional business, the board adjourned; the next regular meeting is Dec. 1, 2025.
