Consultant outlines wastewater plant upgrades and timeline; village to seek grants

Delta 3 engineer Jordan Fure presented a Wastewater Treatment Facility Evaluation to the Village of Bloomington board, identifying aging equipment and regulatory gaps and recommending a multi-year upgrade plan.
The report said the plant, installed in 1983, is operating at about 57% of its design flow but now faces newer Wisconsin DNR requirements including ammonia limits, E. coli standards, PFAS screening, chloride monitoring and total phosphorus controls. "The facility wasn't originally designed to handle all of these requirements," Fure said, and Delta 3 recommended targeted capital projects to bring the plant into compliance.
The consultant recommended replacing the 1983 motor control center (MCC) with variable frequency drives, improving the headworks with a mechanical screen and automatic bagger, replacing the chlorine disinfection system with UV disinfection, constructing a new sludge storage tank (outside the floodplain), replacing blowers with sound-enclosed, energy-efficient units, and adding a dissolved-oxygen probe to regulate blower operation. The report also noted high-wear items (the 1983 comminutor), a generator that currently only powers one blower and is at end-of-life, and a sludge tank in poor condition.
Fure outlined a preliminary schedule: submit the final evaluation in December 2025; develop a facility plan in 2026; prepare plans and specifications and seek grants in 2027; and anticipate construction in 2028–2029. He told the board Delta 3 will return in February 2026 to discuss priorities and costs for the facility plan and said the village will receive a $5,000 Focus on Energy reimbursement tied to work in the evaluation.
Board members asked whether village offices could be co-located at the wastewater plant site as part of a larger project. Clerk/Treasurer Shawna Atterbury said combining offices and operations could be more efficient for staff but the board expressed concerns about space and parking that would require further study.
The board received the report for planning purposes; Delta 3 will follow up next February to present prioritization and estimated costs for the facility plan.
