Lancaster County approves $1.21 million contract to replace Bridge X-84 after engineer presentation; commissioner raises budget concerns

Lancaster County on July 14 awarded a contract to JJK Construction LLC to remove and replace Bridge X-84 and to remove Bridge C-262, at a county cost not to exceed $1,213,107.10.
Lancaster County engineer Pam Dingman presented the project and noted the bridge replacement is part of the county bridge match program and that the county had already accepted a $350,000 grant toward the work. "This contract is to remove and replace with a new bridge, Bridge X-84," Dingman said, and she described the location near South 56th Street and Stagecoach Road and the decision to remove C-262 where a graded road alternative provided citizen access.
A commissioner who spoke during the roll call discussion expressed concern about local news reports of "devastating budget cuts" in the department and said the board needed to investigate the situation. The commissioner said they would vote yes but urged staff to "get to the bottom of these devastating budget cuts and find out what's actually going on." The board approved the contract by roll call.
Dingman emphasized the project leverages grant funding and the county's bridge match program. The contract award moves the replacement into procurement and construction planning; staff did not provide a start date during the presentation. The board did not amend the award and recorded the formal vote in the meeting minutes.
