City Commission moves R and R hearing to Sept. 8; resolution approved

The Chair of the Goodland City Commission opened a special meeting to reschedule the R and R hearing and said the hearing will be held Sept. 8 at 5 p.m. in the City Building.
Kent, who was asked to comment by the Chair, said state statute governs the timing of R and R hearings and explained why the earlier Aug. 17 date had to be changed. Kent said the budget hearing may be held any time after Aug. 1 and that the city clerk’s availability affected earlier scheduling.
“Kent” clarified the resolution’s effect on notice language: “All this does is this sets the maximum amount that's stated in the notices that go out for the notice of R and R hearing. It does not mean that it's the final answer that the city commission has approved. So if anything, the city can go down from that number, but they cannot go above that number.”
Commissioner Redland moved to approve Resolution 2026-14 to reschedule the R and R hearing to Sept. 8 at 5 p.m.; Commissioner Howard seconded. A roll call recorded recorded "Yes" votes from Howard, Flynn, Redland and Webster; the transcript does not unambiguously capture votes for other members. The resolution was approved.
With no further business, Commissioner Redland moved to adjourn; Commissioner Coleyde seconded and the commission voted in favor by voice.
Why it matters: moving the hearing puts the R and R schedule into compliance with state timing requirements and gives property owners an additional opportunity to comment. The resolution only sets the maximum amount that will appear in mailed notices; the commission may vote later to set a different (lower) amount before final adoption.
