The commission heard a rezoning request for lots along Culebra Road on Jan. 14, 2026. Staff recommended denial, saying the change to C3 was inconsistent with the surrounding block. Representative John Nurland spoke for property owner Andrew Hatjali, saying combined lots and recent investment supported a dealership use and that similar uses already cluster along Culebra.
Nurland and owner Andrew Hatjali argued the state requires a C3 or comparable designation for dealer licensing, and they presented photos showing nearby dealerships. Commissioners pressed for a clearer scope: several members encouraged limiting any rezoning to the Culebra-facing lots (lots 9 and 10 in the applicant’s description) rather than all four combined lots, asked for a site plan and recommended considering a conditional C2 alternative that would allow vehicle sales with additional plan review.
Given the unanswered plan and the potential impacts on adjacent residential areas, the commission voted to postpone Item 13 to the Jan. 28 meeting so the applicant can submit a revised, more narrowly focused plan.
