Christy Chapman presented the pre-solicitation briefing for the Father Ramon Senior Center project in Council District 3, a replacement facility following demolition in March 2025. Chapman said the project scope includes a roughly 12,000-square-foot building with a gymnasium, classrooms for community programs, dedicated Parks & Recreation space, outdoor improvements tying into adjacent courts, new signage and minor sidewalk repairs.
The estimated contract duration is about 425 days (roughly 14 months) and the construction contract value is approximately $8,610,000. Chapman said the project was funded in FY2025 with certificates of obligation. The solicitation schedule: release Feb. 6; pre-submittal conference Feb. 17; political-contribution blackout begins Feb. 20; questions due Feb. 24; proposals due March 24; evaluation complete May 26; contract negotiations June 2026; Audit Committee post-solicitation briefing in August and City Council contract award targeted for Sept. 26 with a September contract start.
Committee members praised the project, noted community design input during the design phase and asked staff to keep neighbors informed as the solicitation proceeds. Chapman said staff will return to the committee with evaluation results and a post-solicitation briefing prior to council consideration.
