Bedford Heights council approves 2026 concrete and asphalt repair contracts below estimates

The Bedford Heights City Council on July 7 approved two ordinances awarding 2026 street‑repair contracts after council members moved to suspend the rules and adopt both measures.
The council adopted Ordinance 2026‑045 to accept the bid from TC Construction Company Inc. for the city’s 2026 concrete repair program and Ordinance 2026‑046 to accept the bid from Phillips Paving LLC for the 2026 asphalt repair program. Both ordinances passed on roll call votes with unanimous support.
Councilwoman Henderson said the concrete repair estimate was $100,000 and the lowest bid came in at $83,000. She added the concrete work will target Richmond Road, Miles Road, Columbus Road and Majestic Road. On the asphalt program she said the city’s estimate was $50,000 while the lowest bid from Phillips Paving was $44,650; streets listed for the asphalt repairs include Sweet Birch Drive, Northfield Drive, Sherbourne Road, Lane Road and Cambridge Drive.
Council moved to suspend the rules before voting on both ordinances. The motions were seconded, and roll call votes were recorded in favor of adoption, with no opposing votes or abstentions noted.
Engineering and finance staff told council that because both bids were lower than the original estimates there may be room to add additional projects; the city’s civil engineer will coordinate with the finance director before moving forward on any additions.
Next steps: staff will finalize contractor agreements and schedules and return to council or committees with any proposed additions to the 2026 repair list if funding and scheduling permit.
