Floyd County supervisors adopt $23.9 million FY27 budget, certify wages and approve related fiscal measures

The Floyd County Board of Supervisors voted unanimously on June 23 to appropriate 100% of the FY2026/2027 budgeted amounts for all county departments, adopting a total budget of $23,937,379.
The budget appropriation (Resolution No. 23-26) passed on a roll-call vote with Supervisors Frank Rottinghaus, Boyd Campbell and Gloria Carr recorded as voting in the affirmative. The Board also approved FY27 salary and wage certifications, adding Jessie Holm at an annual salary of $82,565, setting Kim McCoy at $28.55 per hour, granting Austin Walk a 0% increase, and removing Ann Wagner effective July 1. Those personnel actions were approved by a 3-0 vote.
In related fiscal actions the Board approved Resolution No. 24-26, determining that FY27 budgeted expenditures for economic development (including support for industry, housing, business, and job creation) constitute a public purpose; the resolution stipulates that specific claims for such expenditures will be reviewed and approved during regular Board proceedings. The supervisors also approved Resolution No. 26-26 to reallocate $2,000 from the Board of Supervisors to Data Processing to correct FY26 appropriations.
The Board acknowledged House File 2490 (Resolution No. 25-26), which updates Iowa’s open records and open meetings laws; the supervisors established that meeting agendas will be posted at the courthouse main entrance and on the county website, with any amendments clearly identified.
The meeting included a number of smaller fiscal actions: the Board approved a $856.00 payment to Verde Technologies for Deterra Drug Deactivation pouches, to be paid with Opioid Settlement Funds; notified the Treasurer to stop interest on the FMC Decat Project Fund 27000 at the end of June; and agreed to use Communication Tower Project Fund bond proceeds to pay $3,296.40 to install a camera, obtain a quote for dispatch headsets, and apply remaining funds toward a pending Motorola contract, with the contract and related warrants to be approved at the next meeting.
