Stamping Ground commission approves bank switch, cashes CD, awards parking-lot contract and OKs Halloween street closure

They also voted to cash out a WesBanco certificate of deposit totaling $45,266.21 and temporarily deposit the funds in Community Trust Bank savings while they consider reinvestment options (motion passed 5–0).
Budget approval and reimbursements: The commission approved the Sept. 2025 finances (motion by Commissioner Cody Meadows, seconded by Mayor Jennifer Jones; vote recorded as 5–0). The commission also approved two reimbursements related to the Oct. 4 Chili Cookoff: a $150 reimbursement to Commissioner Megan Brown (half of a $300 DJ fee) and a $150 reimbursement to Michael Braumn (motion passed; one non-vote noted on the second reimbursement).
Parking lot and procurement actions: The commission reviewed parking-lot quotes and voted to accept Mullins Construction’s "part 3" quote to construct a concrete parking lot, contingent on Mullins agreeing to the city’s specifications (motion passed 5–0). The commission also voted 5–0 to waive a business license fee for surveyor Zach Heath, who will perform surveying related to the lot.
Other items: Commissioners discussed consolidation of bills with "KU" as written in the minutes (term not expanded in the record) and interest in pursuing grants and a CivicPlus municipal website. Two contractors expressed interest in the snow-removal RFP and are expected to submit contracts before the next meeting. Hannah from KLC said she will investigate information about a potential five- to eight-year forensic audit. Chief John Giles reported he is researching an Exon cruiser camera system that would integrate with body cameras and said the department had 29 calls in September; a firefighter reported seven fire runs in September.
The commission also voted to close Main Street from 6 p.m. to 8 p.m. on Oct. 31 for trick-or-treating and agreed to advertise the closure (motion passed 5–0). The meeting adjourned at 8:10 p.m.; minutes will be considered for approval at the Oct. 28, 2025 meeting.
