Scurry County reviews permanent budget, considers public information officer and emergency-reserve plan

The Scurry County commissioners court conducted a detailed review of the proposed permanent budget, heard requests for modest line-item changes across precincts and departments, and discussed a proposal to create a county Public Information Officer (PIO) position.
Staff walked the court through department-level adjustments: small increases in postage and maintenance, insurance premium increases, a proposed increase in cybersecurity spending and audit expenses, and a set of capital-outlay reductions that together reduced the overall proposed budget by more than $1.3 million in certain reserve lines. Staff also noted a recommended $1 million contribution to emergency reserves to be funded from pilot/pilot-payment receipts once received in October.
On personnel, staff proposed establishing a dedicated county PIO as a department head to centralize public records responses, postings and event communications. The proposed first-year base cost presented to the court (salaries and benefits alone) was roughly $106,000; staff said the figure did not yet include a vehicle or office space costs. Commissioners discussed recruitment, office location options and whether to include the position pending final certified revenue figures; the court agreed to leave the position in the proposed budget while awaiting revenue certification.
The court also addressed HB 3002 funds (noting $350,000 cited for ambulance funding), clarifying the funds cannot be spent retroactively but may be obligated and placed temporarily in an investment pool (Texas CLASS) until the ambulance can be delivered.
Each precinct reviewed fuel, machine-hire and materials lines; several commissioners asked staff to update lease-rental and machine-hire amounts and return corrected spreadsheets. The court approved routine procedural items and asked staff to circulate updated numbers before the next meeting; no final permanent budget adoption occurred at this session.
