Genola commission approves site plans, plat amendment with conditions and discusses county-runoff mitigation

The Genola Planning Commission on June 4 approved several routine items: the May 7 meeting minutes, accessory building site plans for Joseph Barlow (1467 N Hillside Dr), Coy Ewell (112 E 400 S), and Valina Okelberry (493 E 400 N) — the Okelberry approval included a condition requiring a utilities key labeling water and electricity — and a plat amendment for Genola Meadows Lots 2–10 approved with conditions tied to checklist items 6D and 8C. Commissioner Norm Beagley disclosed he is one of the applicants on the Genola Meadows plat amendment and did not abstain from the vote; the commission recorded that disclosure.

Votes were recorded for each item and passed by the commissioners present (Chairman Daron Hughes, Vice-Chair Bruce Nieveen, Commissioner Norm Beagley and Commissioner Nate Quist). For the Okelberry site plan, the commission specifically required that the site plan be updated with a key labeling utilities before full file completion.

Separately, Commissioner Bruce Nieveen led a discussion about periodic flooding from Santaquin runoff, noting residents have reported recurrent flooding in Genola. Resident Sheryl Fowers provided historical context and recounted an alleged 1860s court case; the commission said it would push the county to fund a pipeline to mitigate future runoff. Commissioner Norm Beagley recused himself from part of that conversation citing a conflict related to his professional work.

What happens next: Staff will follow up on required submittal items for conditional approvals and prepare materials for the commission to consider on runoff mitigation and any county coordination requested by the commission.
