Town staff presented funding scenarios for improvements at the Staley Spring water plant and outlined a customer-focused metering pilot during the Rural Retreat Town Council meeting.
The town manager summarized four financing scenarios: a 20-year bank loan at about 4.75%, a 25-year VRA pool loan at about 4.83%, a 30-year VRA pool loan around 4.93%, and a 20-year fixed loan through another governmental program at about 2.85%. Staff cautioned that the lowest-rate governmental option typically requires compliance with federal procurement rules, prevailing-wage requirements, and use of American-made materials, which can add cost and complexity.
Staff emphasized the town’s debt schedule matters: with some debt retiring in 2027, one scenario would require raising water rates roughly 9.17% for two years to maintain reserve targets; other options would spread the impact differently and could keep increases nearer to the town’s current 4.5% baseline. Staff said they will make a financing recommendation at the next budget meeting.
Separately, the town manager described a proposed pilot with AquaHawk, a customer-facing water-monitoring service. The initial setup was presented as $5,000 plus an estimated $1,250 one-time integration fee from the town’s billing vendor (Southern Software), and about $3.20 per meter per year afterwards. With approximately 1,005 water accounts, staff estimated ongoing annual costs of roughly $3,200 for the AquaHawk service after setup (plus the integration fee). Participation would be voluntary, and staff noted some municipalities later made similar programs mandatory by ordinance.
Council members asked whether the monitoring could be implemented municipally (so the town retains data) rather than making homeowners opt in; staff replied the system currently relies on the meter radio reads and the vendor integration. Members expressed concern about any permanent, large rate increases and asked staff to present refined scenarios at the next budget meeting.
