Mayor Litts presented and the council adopted resolutions honoring members of the Rural Retreat High School wrestling program for the 2025–2026 season.
The council read individual resolutions recognizing senior Caleb Gibson, who captured the 2026 VHSL Class 1A state championship at 126 pounds, and Justin Walker and Chaz Penwright for their state‑level accomplishments. Mayor Litts also read a team resolution commending Rural Retreat High School for claiming the VHSL Class 1 state title, noting that 11 wrestlers placed in the state tournament and that three—Caleb Gibson, Chaz Penwright and Justin Walker—were individual state champions. Mayor Litts said the resolutions would be presented to the students and copies included in school records.
After the readings, a council member moved to enact the resolutions "to enact the resolutions that have been read" and the motion was seconded. Mayor Litts called for discussion and then held a voice vote; the mayor stated the ayes carried and the council approved the resolutions.
The actions were ceremonial: the resolutions congratulate the students, commend their athletic achievements and direct that copies be sent to Rural Retreat High School for inclusion in permanent records. No amendments or conditions were added, and the council took no separate fiscal action related to the recognitions.
The council presented the resolutions at the March meeting and arranged for copies to be included in March 10, 2026 meeting minutes and given to the honorees.
