The Waukesha City Water Utility Commission approved a professional services agreement not to exceed $25,000 to retain Smith Group consultant Brent Brown to help the utility with diversion-permit implementation, DNR coordination and related technical matters.
Kelly explained Brown’s long-standing role supporting the utility’s diversion-permit work while with prior firms and said Brown recently joined Smith Group; staff argued his knowledge offers continuity while the utility’s existing Jacobs contract has lapsed and Jacobs continues to provide the main technical work. The contract would cover questions from DNR reviewers, coordination of USGS and UW Parkside data, water-quality assurance items and assistance negotiating a farming lease at the outfall site.
Commissioners asked whether adding Brown would disrupt the Jacobs relationship; staff said Jacobs would remain the primary technical contractor while Brown would provide specific permit support and institutional continuity. The commission voted to approve the agreement and a not-to-exceed amount for the remainder of the year; staff said budgeted funds are available to cover the engagement.
