Board backs CHBP grant, approves 28E deals for Vine Avenue bridge and Ginkgo Avenue overlay
Summary

The Washington County Board of Supervisors voted July 14 to support a Competitive Highway Bridge Program (CHBP) grant application and to sign related intergovernmental agreements for local bridge work.
The Board approved Resolution No. 26-27, which authorizes Washington County to participate as a CHBP sub-recipient for bridge FHWA number 051510, and directs the Chair to sign the grant-support letter and a 28E Cooperative Agreement that designates roles and responsibilities with the Iowa Department of Transportation. Supervisor Marcus Fedler moved the resolution; Bob Yoder seconded, and the Board approved the item by roll call vote.
Riverside City Administrator Cole Smith earlier briefed the Board on a separate Development Review, Inspection and Code Enforcement Agreement for the Blackjack Beach RV & Water Resort project; that agreement—approved by the Board—remains in effect until the project area is voluntarily annexed by the City of Riverside.
Separately, the Board approved a 28E Joint Public Service Agreement with the City of Wellman to provide services related to a pavement overlay of a portion of Ginkgo Avenue (9th Avenue) over Smith Creek, with the City reimbursing Washington County for those services. Richard Young moved the Wellman 28E agreement; the motion carried.
County Engineer Jacob Thorius presented Secondary Roads vehicle quotes for two replacement trucks. Quotes received: Mack—dump truck $166,423 and day cab $169,584; Peterbilt—dump truck $166,240 and day cab $162,975. Thorius said he favored Mack for the dump truck but had not decided on the day cab; the Board formally acknowledged the quotes.
The resolutions and 28E agreements note that, if CHBP funds are awarded, Washington County intends to enter into a federal-aid agreement with the Iowa DOT and will be responsible for any matching funds and costs exceeding awards for the county's structure(s). The CHBP bundle and contract-authority details are recorded in Exhibit B of the Cooperative Agreement.
The Board acted on these items during a regularly scheduled meeting that began at 9:00 a.m. and adjourned at 10:20 a.m.
