Sac City Council approves $460,000 fire-truck note, new enforcement authority, three ordinances and library staffing changes

Sac City Council on July 22 approved a series of unanimous motions, including a $460,000 general obligation loan agreement to acquire a new fire truck and a resolution empowering designated individuals to issue municipal infraction citations within city limits.
The meeting opened at 5:00 p.m. Mayor Scott Bundt presided. Council members Kayla Shull, Tom Lownik, Larry Mahler and Bob Murley were present; Council member Bruening was absent. The council first approved a consent agenda that included routine minutes, a liquor-license renewal for Club 590, financial reports and claims totaling $64,790.21.
Council members then closed a public hearing on the proposed financing for a fire truck after city staff reported there were no written or oral comments. The council adopted Resolution No. 2025-23, authorizing the private placement of a General Obligation Fire Truck Acquisition Note, Series 2025, for $460,000. The roll-call vote was unanimous among those present; Bruening was recorded absent.
Also on the agenda, the council approved the resignation of library employee Sarah Orcutt and the hiring of Niccole Goecke as the children’s librarian. Both personnel actions passed by unanimous vote.
Council members introduced and approved Resolution No. 2025-24 to empower designated individuals with code-enforcement authority and the power to issue municipal-infraction citations within Sac City’s corporate limits. The measure passed by unanimous roll call with one member absent.
The council advanced three ordinances by approving their second readings and waiving third readings: Ordinance No. 2025-335 amending Chapter 68 (one-way traffic required); Ordinance No. 2025-336 amending Chapter 69 (no parking zones); and Ordinance No. 2025-337 amending Chapter 106 (collection of solid waste) to change the tonnage charge for disposal. Each motion passed unanimously with Bruening absent.
The claims list the council approved included vendor charges such as a $31,744.05 quarterly solid-waste assessment and $6,421.38 for lime; total claims were $64,790.21 and were allocated across city funds including General ($11,400.85) and Garbage ($33,217.67).
After routine committee and department reports and a council forum, Council member Bob Murley moved to adjourn; the meeting ended at 5:16 p.m.
