Sac City Council adopts budget amendment, firefighter LOSAP guidelines and urban-chicken fee; approves solid-waste ordinance and emergency liquor-license item

The Sac City Council met in regular session at 5:00 p.m. on Jan. 13, 2026, in Sac City Municipal Building’s Council Chambers with Mayor Scott Bundt presiding. Council members Kayla Shull, Teresa Bruening, Tom Lownik, Larry Mahler and Bob Murley were present.
The council approved the consent agenda—including the agenda, minutes from Dec. 9, 2025 and Jan. 2, 2026, and the listed claims—on a motion by Council member Tom Lownik, seconded by Bob Murley. The clerk read vendor claims and fund allocations into the record; a claims subtotal of $190,975.74 and a broader payments total of $311,076.52 were listed with fund-level breakdowns for General, Water, Sewer, Gas, Garbage, Storm Sewer and Capital Projects.
City Administrator Jamie Lawrence presented an overview during a public hearing on the proposed FY 2025–26 city budget; no written public comments were received. The council closed the hearing by motion and then introduced and adopted Resolution No. 2026-10, an amendment to the FY 2025–26 budget. The resolution was approved on a unanimous roll-call vote.
The council addressed several personnel and program items related to the fire department. On an introduction by Council member Teresa Bruening, the council voted to move Drew Uruqhart to active status on the Sac City Fire Department. The council also approved Resolution No. 2026-08, establishing guidelines for the Sac City Firefighter Service & Readiness Program (LOSAP) in compliance with Internal Revenue Code 457(e)(11). The LOSAP resolution passed with four ayes and one abstention (Council member Bob Murley abstained).
Council members approved Resolution No. 2026-09, supporting formation of Friends of Hometown Pride to provide flexibility in the use of privately donated funds, and Resolution No. 2026-11, which establishes an annual urban chicken permit fee. The council also approved the third reading of Ordinance No. 2025-339 amending Chapter 106 of the City Code to revise commercial solid-waste service fees, create conditions for small commercial customers and establish a licensing system for private commercial collectors; the ordinance passed on roll call vote.
An emergency item to renew Brew Oil’s Class E retail liquor license was added to the agenda and approved after council members said the renewal was needed because the license was nearing expiration due to administrative oversight and no substantive policy change was required. The motion to add the emergency item was made by Council member Tom Lownik and seconded by Larry Mahler and passed unanimously.
The meeting concluded with a short council forum and a motion by Larry Mahler, seconded by Bob Murley, to adjourn; the meeting ended at 5:29 p.m.
