Purcellville approves renewal with Loudoun County to operate Fireman's Field

The Purcellville Town Council voted Jan. 13 to approve a renewal operating agreement with Loudoun County Parks, Recreation and Community Services for the operation and management of Fireman's Field.
Council member Sabio (presenting the item) said the agreement preserves a long-standing partnership under which the county handles day-to-day operations, scheduling and turf management while the town retains ownership and responsibility for utilities and major capital improvements. The initial term begins Jan. 14, 2026, for two years with an option to extend up to three additional one-year terms by mutual consent.
The contract defines roles, responsibilities, insurance and audit requirements; the county will have authority to set and retain revenue from county-sponsored programming while the town retains control over town-installed advertising signage revenue. Estimated utilities costs to the town were discussed as roughly $25,000 annually for the facility.
Council members expressed support for continuing the partnership but also probed financial assumptions. Council member Wright cautioned against expecting the field to generate large net revenue for the town and urged realistic expectations. Council member Raynor and others stressed the value of preserving the long-term relationship with the county and supporting local programming.
A motion to approve the contract was made, seconded and the council voted; the minutes record the motion passed with six votes in favor and one absence.
The contract is intended to reduce town staffing obligations for field operations while preserving guaranteed use for town and local teams and allowing the town to pursue advertising revenue from designated spaces.
