Council approves amendment allowing equipment swaps on water tower, raising base rent $500 a month

The council on Dec. 9 approved a second amendment to the town's water-tower communications lease for New Singular Wireless PCS LLC, a company managed by AT&T Mobility, following a staff presentation and no public opposition.
Andrea Broshkovich described the proposed equipment changes — antenna and remote radio head swaps, relocation of surge protection units and structural adjustments — and explained the financial terms of the amendment. "It revises the lease terms to increase the base rent by $500 per month with an annual rent escalation of 4%," she said, and added that the company would pay an administrative fee of $2,500 "to cover outside counsel fees."
Council members asked whether the administrative fee was intended to cover the town attorney's review and whether the fee amount had been benchmarked against expected legal costs. Broshkovich said the fee was intended to cover the attorney-review cost and that the lease and related numbers were included in the staff report.
After the public hearing closed with no speakers for or against the proposal, a council member moved to suspend the rule against taking action the same night as the public hearing and then moved to approve the amendment and authorize the town manager to execute it on behalf of the town. The motion carried on a voice vote.
Council members framed the change as a modest revenue increase and as a way to update infrastructure on a town-owned tower, with routine staff and legal review.
