Perry Park Metropolitan District reviews Gilloon Pond dam inspection; no immediate danger found

The Perry Park Metropolitan District board met May 28, 2026, at Gilloon Pond Dam and reviewed a dam safety inspection conducted by the Colorado Division of Water Resources. Director Carsten Baumann opened the discussion and introduced Brian McCormick, the Division’s dam safety engineer, who led the report.
McCormick told the board that his inspection found the dam had been constructed without State approval, that the district bears responsibility for potential downstream impacts, and that the inspection identified no immediate threat to life or property. McCormick also clarified the regulatory difference between dredging, which requires State approval, and cattail removal, which is treated differently under State rules.
Director Baumann summarized the pond’s history and noted the district does not hold water rights for Gilloon Pond. Board members reviewed public concerns submitted in advance and heard oral comments from residents on several points: the fire risk posed by dense cattails, possible methods to remove or manage cattails, the pond’s water sources and reduced surface area, the availability of past engineering reports, potential upstream improvements, grant funding possibilities, and expected maintenance and improvement costs.
District management was directed to add a resident feedback link on the district website so residents can submit concerns and suggestions. The board did not adopt any new policy or funding commitment at the meeting; the discussion focused on next steps for analysis and potential regulatory requirements.
Administrative actions recorded in the minutes include a motion by Director Keith A. Worley, seconded by Director Kirk H. Mulbach, to approve the agenda (motion passed unanimously) and a motion by Director Worley, seconded by President Darren Hill, to adjourn at 6:32 p.m. The next regular meeting is scheduled for June 11, 2026, at 6:00 p.m.
