Union City Council approves sinkhole repair, awards park trail contract and adopts broadband-ready resolution

The council reviewed two bids for the stormwater repair; the Mansfield quote was selected by motion of Councilor James Kerns and seconded by Councilor Steadman. Manager Cindy Wells had presented the two contractor estimates and noted the borough would supply pipe and fittings at an estimated additional cost of $5,000.
Council also awarded the Devereaux Park/French Creek Trail construction contract to Vavala Concrete, the low bidder at $84,774. The motion to award the contract was made by Councilor Osborn and seconded by Councilor Steadman; council approved the award unanimously.
On administrative policy, Solicitor Wachter recommended clarifying language about anonymous requests in the borough’s Right-to-Know Rules and Regulations. Councilor Osborn moved and Councilor Steadman seconded a motion to adopt the updated language; the motion carried unanimously.
Earlier in the evening the borough held a brief public meeting on the Broadband Ready Community designation; no members of the public attended. Council moved to adopt a resolution authorizing application to the Pennsylvania Broadband Development Authority (PBDA) for Broadband Ready Community status and appointing the Erie Area Council of Governments as the borough’s municipal broadband champion. The motion, moved by Councilor Kerns and seconded by Councilor Winkler, carried unanimously.
Other business included agreement to advertise amendments to the parking ordinance and to forward amended zoning language to Erie County Planning and Union Area Planning for comment prior to advertising. Council adjourned its regular session at 6:38 p.m.; an executive session to discuss personnel and contracts followed with no action taken.
